City of Beverly Housing Rehabilitation Program
The City of Beverly, in partnership with Essex County Habitat for Humanity, provides assistance with home improvements to help income-qualifying homeowners continue to live independently and securely in their homes. The program prioritizes households with greatest needs.
Applications are qualified by:
Critical repairs needed to home
- the home needs repairs to ensure safety and/or health
- the home needs code related repairs
- the family is unable to complete the work themselves
Financial need
- total household income doesn’t exceed 80% of Area Median Income
Residency
- the home is located in the city of Beverly Massachusetts
- the home must be owner-occupied and primary residence
Critical repairs:
Home rehabilitation work will focus on critical repairs to ensure safe and healthy properties and may include projects such as:
Compliance with the Massachusetts Sanitary Code Chapter II
Abatement of lead-based paint and/or asbestos hazards
Repair/replacement of major systems such as heat, electric, or plumbing
Weatherization of units by upgrading insulation and window and door systems
Structural and foundation repairs, and roof replacement
Barrier removal and handicap accessibility for disabled or elderly residents
Income Qualifying Household:

For Beverly Homeowners:
The home must be located in the city of Beverly and be owned by the person residing in it – owner occupied. The program is also available to owner-occupied multi-family homes (up to 4 units) as long as 51% of the households in the building income qualify.
No-payments:
Repairs are funded through a 15-year forgivable loan, with no monthly payments or interest. For owner-occupants, the amount owed for a 15 year Deferred payment loan is reduced and forgiven by 1/15th per year. At the end of the fifteen years, the loan is forgiven if ownership and residency have been maintained.
